Peer Steinbrueck, Former Finance Minister, To Challenge German ...

BERLIN ? Germany's main opposition party embarked Friday on an uphill struggle to oust Chancellor Angela Merkel, choosing a respected former finance minister who helped steer the country through the financial crisis as her challenger in next year's election.

Peer Steinbrueck, 65, emerged as the center-left Social Democrats' candidate after a monthslong guessing game over which of three potential challengers would face Merkel in the parliamentary vote expected next September.

Party chairman Sigmar Gabriel declared that Steinbrueck is the right candidate for a campaign in which tougher regulation of banks and markets will be a central issue.

"Taming the financial markets and winning back democratic control over them is the central condition for creating a new social balance in Germany and Europe," Gabriel said at a news conference.

The Social Democrats have long accused Merkel's center-right governing coalition of doing too little to prevent financial excesses. Earlier this week, Steinbrueck presented a plan that, among other things, called for big European banks to build up a (EURO)200 billion ($258 billion) rescue fund rather than relying on taxpayer-funded aid.

But polls suggest that, while Steinbrueck is well-placed to attract swing voters, the Social Democrats will struggle to unseat the popular, 58-year-old Merkel, Germany's leader since 2005.

The Social Democrats consistently trail her conservative Christian Democrats, and surveys show no majority for their hoped-for coalition with the Green party.

Polls also show no majority for Merkel's current coalition with the pro-market Free Democrats, which has become notorious for its infighting, but suggest Merkel would be well placed to lead another "grand coalition" of right and left with the Social Democrats.

That's the combination under which Steinbrueck served as finance minister from 2005 to 2009, when he worked closely with the chancellor to limit the fallout from the demise of U.S. investment bank Lehman Brothers.

This time, he's keen to avoid ending up as Merkel's junior partner again.

"We want to oust this government," Steinbrueck said. "It is evident that this government won't be re-elected in a year's time but we don't want it to be only partially replaced."

One significant source of Merkel's popularity is her handling of the debt crisis in the 17-nation eurozone.

The Social Democrats and the Greens have criticized Merkel for what they decry as a too-little, too-late response ? but then they end up supporting her plans in Parliament.

They have extracted limited concessions from her, such as a commitment to support investments to foster economic growth in Europe, but haven't persuaded her to back any kind of pooling of eurozone countries' debt.

Steinbrueck has a reputation for plain speaking, which hasn't always made him popular with fellow Social Democrats. As a minister, he once remarked that his party appeared to the public like "crybabies" in the face of Merkel's popularity.

In 2009, he called for European governments to use "the whip" against neighboring Switzerland in the fight against tax evasion.

His successor, Wolfgang Schaeuble, has taken a more diplomatic approach, negotiating a deal with Switzerland. But with the election in sight, the Social Democrats have vowed not to let that through Parliament's upper house, where Merkel's coalition lacks a majority.

Steinbrueck was governor of North Rhine-Westphalia, Germany's most populous state, from 2002 to 2005 but lost the state to Merkel's conservatives ? a result blamed largely on the unpopularity of the Social Democrat-led national government at the time.

Steinbrueck's most serious rival, former Foreign Minister Frank-Walter Steinmeier, said he didn't want to try another run at the chancellery.

Steinmeier was Merkel's challenger in the 2009 election, when the Social Democrats slumped to their worst result in post-World War II Germany, winning just 23 percent of the vote.

Markets steady as focus remains on Spain, Greece

LONDON (AP) ? Financial markets recovered their poise Thursday, a day after investors were spooked by rising levels of discontent in Greece and Spain over upcoming austerity packages.

Though the mood in markets has improved modestly, investors remain concerned about developments in Europe, where Greece and Spain have witnessed violent protests against debt reduction measures they are due to announce this week.

In Greece, the leaders of the three parties that make up the coalition are meeting again to decide on more spending cuts that the country must impose to keep receiving vital rescue loans. The meeting is taking place a day after more than 50,000 anti-austerity protesters took to the streets of Athens.

Greater focus will probably center on Spain, where the government is due to unveil new austerity policies amid mounting concerns over the country's economic future.

Recession-hit Spain has come under pressure to tap a bond-buying program from the European Central Bank that has been partly designed to keep a lid on the country's borrowing costs. But the government has been reluctant to request the help for fear of the conditions attached.

That has unnerved markets, ending the recent weeks' relative calm in markets.

"You have to admire European politicians for their consistent ability to be able to snatch defeat from the jaws of victory," said Gary Jenkins, managing director of Swordfish Research.

Spain's new austerity package, which is due to be unveiled toward the end of the European trading session, comes in the wake of a violent protest in Madrid and big falls in Spanish stocks.

Worries that the Spanish government is losing control continued to hurt the country's markets. The main IBEX index in Madrid was down 0.5 percent at 7,817 while the yield on the country's 10-year bonds spiked up to 6 percent, not far off levels that are considered unaffordable.

"There is still a lot of caution in the markets today due to the increasing uncertainty surrounding Spain," said Craig Erlam, market analyst at Alpari.

Elsewhere, Europe's main markets pushed higher but the gains were dwarfed by Wednesday's losses.

The FTSE 100 index of leading British shares was up 0.3 percent at 5,787 while Germany's DAX rose 0.5 percent to 7,311. The CAC-40 in France was 0.7 percent higher at 3,438.

Wall Street was poised for modest gains as well, with Dow futures and the broader S&P 500 futures up 0.3 percent.

The steadier tone was evident in other financial markets, too. The euro was flat at $.1.2860 while the benchmark New York oil price rose 22 cents to $90.21 a barrel.

The market gains started earlier, in Asia, helped by expectations the People's Bank of China will soon take more steps to ease a slowdown in the world's No. 2 economy.

Hong Kong's Hang Seng climbed more than 1.1 percent to 20,762.29 and mainland China's Shanghai Composite Index jumped 2.6 percent to 2,056.32. The smaller Shenzhen Composite Index also gained 2.6 percent to 837.96.

Japan's Nikkei 225 rose about 0.5 percent to 8,949.87, a day before the release of industrial production and retail sales figures.

Realty Times - Buying Beats Renting

Are you staying put for at least three years? Savvy financial experts recommend you buy versus rent!

A new analysis by Zillow, a real estate information marketplace, providing vital information about homes, real estate listings and mortgages, reveals that the "break-even horizon" in more than 200 metros and 7,500 U.S. cities is three years (or less!). This is great news for wary buyers who have been fearful of declining home values in many cities.

These hard-hit cities are making a come back. The report found that in some of these areas the break-even horizon was less than two years!

"Across most of the country, historic levels of affordability make buying a home a better decision than ever, especially considering rents have risen more than 5 percent over the past year," said Stan Humphries, Zillow Chief Economist. "This is the first analysis of metros and cities that presents the buy versus rent decision in an intuitive way, by telling consumers how long they must live in the home before buying breaks even with renting financially. It's much more understandable, and therefore useful, than the abstract notion of a simple ratio of prices to rents. If we want consumers to act on market information, we have to align it with how they think about the issue and make it straight-forward to grasp."

This analysis took into account the full picture of homeownership: downpayment, mortgage, transaction costs, property taxes, utilities, maintenance, tax deductions, and adjustments for inflation and forecasted home values. It also figured rental payments, utilities, and rental price appreciation.

This sunny outlook is not the case in all areas, however. A local real estate professional should be able to tell you the course of your local market and whether or not home values are once again on the rise. There may even be differences from one local community to the next. For example, in Mill Valley, Calif., just north of San Francisco, a homeowner can break even after 8.8 years, while in similarly-priced Menlo Park, south of the city, they must live in the home for 14.1 years.

It all depends on the area. The Miami-Ft. Lauderdale metro is among the most favorable for buying, with homeowners breaking even after only 1.6 years of living in the home.? However, in the San Jose metro, where home values are among the highest in the nation, a buyer must commit to living in their home for 8.3 years before they will break even.

Zillow reports "Metros where it takes more than five years to reach the breakeven point accounted for 7 percent of the 224 metros covered by the report. The metros with the longest breakeven horizons are San Jose, Calif. (8.3 years), Oak Harbor, Wash. (7.2 years), Santa Cruz, Calif. (7.1 years), San Luis Obispo, Calif. (6.3 years) and Salinas, Calif. (6.3 years). The metros with the shortest breakeven horizon are Memphis, Tenn., Miami-Ft. Lauderdale, Fla., Salisbury, Md., Red Bluff, Calif., Mobile, Ala., Tampa, Fla. and Fernley, Nev. (all tied at 1.6 years)."

Yahoo replaces CFO as CEO draws up turnaround plan

(AP) ? Yahoo is bringing in a new chief financial officer as recently hired CEO Marissa Mayer prepares to share her vision for turning around the troubled Internet company.

Software industry veteran Ken Goldman will replace Tim Morse as Yahoo's CFO in a reshuffling announced Tuesday.

The change comes two months after Yahoo Inc. lured Mayer away from Google Inc. to become its CEO. She began sharing more details about her business strategy with Yahoo employees in series of meetings that began Tuesday.

The 63-year-old Goldman is leaving computer security software specialist Fortinet Inc. to become Yahoo's CFO on Oct. 22.

Yahoo hired Morse as its CFO three years ago. He had focused on cutting costs to help the Sunnyvale, Calif., company boost its profits even as its revenue sank.

Braves back in playoffs with 4-3 win over Marlins

(AP) ? This time, the Atlanta Braves held onto their big lead and locked up a playoff trip with plenty of time to spare.

It couldn't have felt any sweeter for retiring star Chipper Jones.

Freddie Freeman hit a two-run homer in the bottom of the ninth inning to put Atlanta back in the postseason with a 4-3 victory over the Miami Marlins on Tuesday night.

Freeman's dramatic drive off Mike Dunn clinched at least a National League wild-card berth for the Braves, who squandered a big lead in the wild-card race with a huge collapse last September.

"They took the attitude last year to try and hang on," Jones said. "This year we took the bull by the horns. We're shooting for the stars. We're still shooting for the division until they close us out."

Jones, who plans to retire at the end of the season, led off the ninth with a double. He moved to third on a wild pitch by Dunn (0-3) and scored when Freeman's 22nd homer easily cleared the center-field wall.

"There was never any doubt," Jones said during the clubhouse celebration. "We knew that last year was somewhat of a fluke."

Craig Kimbrel (3-1) worked a scoreless inning to help the Braves win their 22nd straight game started by Kris Medlen. The streak is the longest in the majors since the New York Yankees won 22 consecutive games started by Whitey Ford in 1950 and '53.

Last year's September flop was fresh on Medlen's mind.

"You can't really win consistently until you lose," Medlen said. "Losing's a big part of being able to win."

Returning to the postseason helps wipe away some of last season's frustration for the Braves, who blew an 8?-game lead in the wild-card standings and finished September 9-18. They missed the playoffs after one of the biggest meltdowns in baseball history.

This year, Atlanta cruised most of the way and wrapped up a postseason spot with more than a week remaining in the regular season. And the Braves still have a chance to catch first-place Washington in the NL East. They moved within four games of the Nationals, who lost to Philadelphia 6-3, with eight to play.

"It makes it all worth it. I'm happier for these guys because they worked hard," Jones said.

While he was being interviewed on television, the 40-year-old slugger was doused with bubbly and beer by teammates in a jubilant clubhouse.

"I am so cold right now!" he said.

Four of the five NL playoff spots are secured. In addition to Atlanta, Washington, Cincinnati and San Francisco have all punched their tickets to the postseason.

The second-place Braves have a comfortable cushion in the wild-card race, and St. Louis leads the chase for the league's second wild card.

The Braves will return to the postseason for the first time since 2010.

Jones went 1 for 2 with two runs and a sacrifice fly that gave the Braves a 2-1 lead in the sixth. He is batting .296 and has 14 homers with 63 RBIs. His leadership has been unmistakable in a season that included a final All-Star appearance.

The Braves tied it 1-all in the second. Jones walked, moved to second on Freeman's single and scored from second on Dan Uggla's single.

After Martin Prado's two-out triple in the third, Marlins starter Nathan Eovaldi struck out Heyward, but Heyward tripled with one out in the sixth and scored on Jones' sacrifice fly to give the Braves a 2-1 lead.

Freeman said he expected Jones to lead off the ninth with a hit.

"He's done it all year," the 23-year-old Freeman said. "That's what he's a Hall of Famer for. He got the rally started today."

Eovaldi was trying to win for the first time in six starts. He allowed four hits, two runs and two walks in six innings. He struck out eight.

A.J. Ramos got the first two outs for Miami in the seventh before Dan Jennings struck out pinch-hitter Jeff Baker with a runner on first. Heath Bell faced the minimum in the eighth for the Marlins, and Eric O'Flaherty did the same in the bottom half of the inning for Atlanta.

Donovan Solano hit his first career homer in the second to make it 1-0 and followed with a two-run shot in the seventh to make it 3-2.

"Yeah, I mean, we've lost a lot of games and to lose that game like that is heartbreaking," Dunn said, "especially with the way the team played today."

Medlen did not win for the first time in nine starts, allowing five hits, three runs, no walks and striking out eight. The right-hander began the game with a 15-0 record over his last 27 starts dating to May 31, 2009.

Those numbers were just a backdrop, though, to the bigger picture of Jones returning to the playoffs in his final season with Atlanta.

"We're not done yet," he said. "We've got one more step that we've got our eyes on."

Prison rehab tied to parole decisions

ScienceDaily (Sep. 25, 2012) ? According to a new study co-authored by Simon Fraser University economics professor Steeve Mongrain, parole board decisions can have a huge impact on whether or not prisoners are motivated to rehabilitate.

The Journal of Law, Economics and Organization, has just published their study "Rehabilitated or Not: An Informational Theory of Parole Decisions" online.

Mongrain and his colleagues argue that parole boards need to consider the length of prisoners' original sentences, as well as their behaviour in prison, in granting early parole and determining eligibility for parole review.

"Our research shows that inmates with short sentences aren't motivated to rehabilitate by enrolling in addiction recovery and skills-building programs if they're in line for early parole," says Mongrain. "But that's not surprising. What is really revealing is our finding that inmates with long sentences are also not motivated to rehabilitate if their parole eligibility is a long way off."

Mongrain says an important application of this finding is in the context of legislative changes to constraints in the justice system. Any changes to laws governing parole eligibility need to be evaluated in terms of their impact on prisoners' motivation to seek rehabilitation and ultimately the rate of recidivism in prison and society.

"Most people in prison are there precisely because of their lack of impulse control. So very long sentences combined with long waits for parole eligibility can cause impatient inmates to conclude that rehabilitation is not worthwhile," explains Mongrain. "Studies show recidivism is directly tied to prisoners' completion of addiction recovery and skills-building programs. If they're not motivated to take them then recidivism goes up.

"Contrary to punishment, which is the big stick in our justice system, parole is the carrot we offer to prisoners as an incentive to rehabilitate. If we make the carrot smaller by telling prisoners with long sentences that we're lengthening the time of their parole eligibility, then we destroy their incentive to reform."

The other co-authors on this study are Dan Bernhardt, an economics professor at the University of Illinois, and Joanne Roberts, an economics professor at the University of Calgary.

BALTIMORE (AP) - Adam Jones has waited his entire career to be in a pennant race, and he's making the most of it.

Jones went 4 for 4 with a homer and two RBIs, and the Baltimore Orioles moved within a half-game of the AL East lead with a 4-1 victory over the Toronto Blue Jays on Monday in the opener of a doubleheader.

Ryan Flaherty hit a solo shot for the Orioles, who matched the division-leading New York Yankees in the win column (88). New York was scheduled to play at Minnesota on Monday night.

The victory also solidified Baltimore's grasp on the top AL wild-card slot over Oakland.

Jones' four hits tied a career high. He has hit safely in 18 of 22 games in September, with six home runs and 13 RBIs.

"Adam relishes competition," Orioles manager Buck Showalter said. "He's obviously had a heck of a year. He's turning into quite a player."

Asked if Jones deserves consideration for AL MVP, Showalter replied, "This team, we haven't really thought about that type of stuff yet. That will be fodder when our work's done here."

Now in his seventh season, Jones has already set a career high with 32 homers, and his two runs scored put him over 100 for the first time. After enjoying his fifth multi-RBI game this month, the All-Star center fielder needs to drive in three more runs to eclipse his previous high of 83, set last year.

Orioles rookie Steve Johnson (4-0) allowed three hits over five shutout innings to lower his ERA to 1.62. Half his big league wins have come against Toronto.

Although the Jays got two runners on base in three of the first four innings, Johnson worked out of trouble on each occasion.

"When you do that, you have to make a pitch in there, just bear down, throw a few pitches, make sure they don't make good contact on it," he said.

Jim Johnson, the fifth Baltimore pitcher, worked the ninth for his 48th save in 51 opportunities.

It was the seventh straight loss for the Blue Jays, matching a season high. Toronto has been outscored 46-17 during the skid, which began during a three-trip to Yankee Stadium and continued in Tampa Bay.

"We can't run from what's taking place, and yet we have to continue to battle," Blue Jays manager John Farrell said.

Henderson Alvarez (9-14) gave up four runs, eight hits and three walks in 5 2-3 innings. He's 2-7 in his last 10 starts.

Speaking through an interpreter, Alvarez addressed the two homers he yielded by saying, "Pitch to Jones was high changeup. He's a good hitter and he did what he was supposed to do with that pitch. The other kid, the second baseman, (I) felt like it was a good pitch and he did a good job with it."

In the fourth, Chris Davis walked and Jones followed with a drive to left to put Baltimore up 2-0. Flaherty connected in the fifth, and Jones singled in the sixth and came home on a double-play grounder.

Toronto scored in the eighth on an RBI double by Rajai Davis. With runners on second and third and two outs, Darren O'Day came in to strike out Kelly Johnson.

In dispute over islands, Japan trades water-cannon fire with Taiwan

BEIJING, China - Japanese and Taiwanese ships shot water cannon at each other Tuesday in the latest confrontation over tiny islands in the East China Sea, as Japan met with another rival, China, in an effort to tamp down tensions.

About 40 Taiwanese fishing boats and 12 patrol boats entered waters near the islands on Tuesday morning, briefly triggering an exchange of water cannon fire with Japanese coast guard ships. Coast guard officials said the Taiwanese vessels had ignored warnings to get out of their territory, and the Taiwanese ships pulled back after being fired upon.

It was Taiwan's first foray into the waters around the uninhabited islands, known as Senkaku in Japan and Diaoyu in China, since the Japanese government purchased some of them from private owners two weeks ago. China, Japan and Taiwan all claim the islands, but they are administered by Tokyo.

The purchase has sparked sometimes violent protests in China and informal boycotts of Japanese products. Many Chinese have cancelled vacations to Japan over the dispute. Japanese airline JAL says it plans to cut six flights a day from Japan to Beijing and Shanghai from Oct. 10 to 27 after the cancelling of 15,500 seat reservations.

China has also dispatched government marine monitoring vessels to patrol around the islands.

Chinese Vice Foreign Minister Zhang Zhijun and Japanese Vice Foreign Minister Chikao Kawai, flanked by their aides, held a meeting on the dispute Tuesday at China's Foreign Ministry.

While the talks were under way, China's Cabinet, the State Council, released a white paper via the official Xinhua News Agency on the history of the islands, part of a propaganda blitz aimed at bolstering China's claim.

After the four-hour meeting, Chinese Foreign Ministry spokesman Hong Lei said both sides exchanged views "frankly and deeply" and agreed to continue discussions. He reiterated that "China will never tolerate Japan's unilateral acts which violate China's territorial sovereignty."

Deputy press secretary for Japan's Foreign Ministry, Naoko Saiki, said the two sides agreed to continue contacts but had not scheduled another meeting.

Speaking on the sidelines of the U.N. General Assembly in New York, Saiki asserted that Japan's claim to the islands was beyond dispute. She acknowledged that comprise will be difficult to reach but said they should keep talking to stabilize the situation. She said the presence of Chinese and Taiwanese vessels risks a "miscalculation" or "accident."

"As far as territory or sovereignty is concerned, it's quite difficult for any party including Japan to make a compromise," Saiki said. "We don't want to have any wars or battles or use of force. We have to stabilize the situation through dialogue in a peaceful manner, in accordance with international law."

While both governments appeared publicly to be seeking to calm tensions, gamesmanship around the islands continued Tuesday.

Japanese coast guard officials said their ships fired water cannon after the Taiwanese fishing boats and government patrol boats violated Japanese territorial waters and ignored warnings to move out. After shooting water back, the Taiwanese boats left Japanese waters, they said.

Japanese patrol boats only fired at fishing vessels, said Hideaki Takase, a coast guard official.

"Shooting water cannon at an official vessel is like waging a war against its country," he said.

Taiwan President Ma Ying-jeou supports the "protecting Diaoyutai campaign" launched by local fishermen, and offered praise to Taiwan's coast guard for its role in escorting the Taiwanese vessels to the island area, said his spokesman, Fan Chiang Tai-chi.

Japanese Chief Cabinet Secretary Osamu Fujimura said Tokyo requested, through diplomatic channels, that Taiwan stop violating its waters.

"We will continue to keep our guard up to protect the area," he said. "Japan sticks to our principle that we should resolve the issue while maintaining friendly relations between Japan and Taiwan."

Chinese boats have also briefly entered the waters around the islands in recent weeks, but Japanese coast guard vessels didn't fire water cannon at them. A coast guard official said Chinese vessels usually exit the Japanese waters more quickly after warnings.

About 10 Chinese vessels are still lingering just outside the Japanese waters off the islands. The fleet size has decreased over the last few days, Japanese coast guard officials said.

"Both sides hope to see the escalation in tensions ease up because confrontation does no good to either, but so far we haven't seen any room for compromise," Liang Yunxiang, a Japan expert at Peking University, said Tuesday.

Project Eternity 'no plans for console or tablet ports', says Obsidian ...

Project Eternity developer Obsidian Entertainment has stated that it has no plans to bring its successful Kickstarter title to consoles or tablets.

In an interview with GI.biz, Obsidian CEO Feargus Urquhart explained that console and tablet ports are not on the studio?s stretch goal list.

?No they?re not,? he confirmed, ?It?s a game that goes back to the roots of the great RPG games of the past and the focus of those was keyboard and mouse. Not that console games aren?t great; they?re just different.?

?There?s a big difference between Baldur?s Gate: Dark Alliance [for consoles] and Baldur?s Gate II [for PC]. And we don?t want to create some camel in the middle to try to straddle a line. It?s do one thing or another, and we?re going to try to do the PC and do that right,? he concluded.

Florida wants NASA land to develop commercial spaceport

CAPE CANAVERAL, Florida (Reuters) - With an eye toward developing a commercial spaceport, Florida has asked NASA to transfer 150 acres of land north of the shuttle launch pads and the shuttle runway to Space Florida, the state's aerospace development agency.

"Florida believes that the properties identified in this request are excess to the needs of the U.S. government," Lieutenant Governor Jennifer Carroll, who is also chairwoman of Space Florida, wrote in letter to NASA chief Charles Bolden and Ray LaHood, secretary of Department of Transportation, which oversees commercial space transportation in the United States.

The letter, dated September 20, was posted on the state's Sunburst public records website.

A week earlier, Space Florida agreed to spend $2.3 million for environmental studies, land surveys, title searches, appraisals and other activities to lay the groundwork for Cape Canaveral Spaceport, a proposed state-owned commercial complex that would be licensed by the Federal Aviation Administration and operated like an airport.

"If we want to be satisfied with 10 to 12 government launches a year, I don't have to do anything," Space Florida president and chief executive Frank DiBello told Reuters.

But he said those launches would likely end when commercial sites elsewhere are able to offer affordable rates.

"What has existed for decades has been good, but the marketplace has been largely governmental. What commercial market there was, we have essentially lost overseas. I'm not only anxious to bring some of that back, but I'm anxious for the next-generation of providers, both the launch companies and the satellite owner-operators, to have Florida be the place where they seek to do business," DiBello said.

Similar commercial spaceports have been set up in New Mexico, where Virgin Galactic, an offshoot of Richard Branson's Virgin Group, plans to fly a fleet of suborbital passenger spaceships, as well as Alaska, Virginia and California.

Commercial space launches from Cape Canaveral Air Force Base in Florida and from Vandenberg Air Force Base in California, both of which can accommodate bigger rockets and more diverse payloads than the other sites, are subject to military oversight.

Florida's request comes as NASA is working to revamp the Kennedy Space Center following the end of the shuttle program last year. It also is timed to woo privately owned Space Exploration Technologies, or SpaceX, to build its third launch site in Florida.

The company, founded and run by Internet entrepreneur Elon Musk, currently flies its Falcon rockets from a refurbished and leased pad at Cape Canaveral Air Force Station. It is preparing to activate a second launch site at Vandenberg before the end of the year and is looking to build a third launch pad in a commercial zone.

Out of a backlog of 42 Falcon 9 flights, worth about $4 billion, 65 percent are for commercial and non-U.S. government customers, Brian Bjelde, SpaceX director of product and mission management, said at the American Institute of Aeronautics and Astronautics conference in Pasadena, California, earlier this month.

An environmental study of a site in Brownsville, Texas, near the Mexican border, is under way. SpaceX also is looking at sites in Puerto Rico, Hawaii and other states, Bjelde said.

SHILOH REVISITED

In 1989, Florida proposed building a commercial launch pad north of the space shuttle complex in an area known as Shiloh, an old citrus-growing community that straddles Brevard County to the south and Volusia County to the north.

That initiative was hastily shut down by environmentalists' concerns over scrub jay habitats and other issues.

"This site is not exactly the same. We were going after a lot more land then," DiBello said.

"What we are seeking is a collaborative effort and we want to do that early on so they're all involved and all part of the dialog. This includes the Department of Interior and wildlife and refuge community," DiBello said.

Some of the requested land is believed to be owned by Florida, which lays claim to about 56,000 acres of the 140,000 acres that comprise the Kennedy Space Center and the surrounding Merritt Island National Wildlife Refuge.

The federal government was allowed use of the land for the national space program, with the caveat that it would revert back to the state if it was no longer needed for NASA's purposes.

NASA never developed the Shiloh site.

Space Florida already has an agreement with NASA to operate one of the three space shuttle processing hangars.

DiBello said cost estimates to develop a new launch site at Shiloh were not yet available. Though Space Florida is, in part, a special municipal district, with powers to tax and sell bonds, the agency is not looking at levying taxes for spaceport development, DiBello said.

"Right now we hope that we could keep SpaceX here, but there are others that will be coming into the marketplace, I'm convinced," he said.

Hi Russ:

My fault: Didn't see the "Attach" link. Rats.

I've attached 3 files:
1. The original FTM 2005 chart I'm trying to duplicate (yellow background)
2. The chart in FTM 2012, with photos reduced to eensy-weensy virtually invisible.
3. An example from my Plantaganets chart, showing how the photos (in this case, heraldic shields) expand as the box grows.

From (3), I figure a workaround would be if I could force the box to expand. I tried entering empty fields (eg Address), but that didn't work. And i stil; can;t figure out how to put the name centred at top.

Many thanks for your time, and for all the effort you've put in to answering many, many queries from FTM users over the years.

Computer simulations for multiscale systems can be faster, better, more reliable

ScienceDaily (Sep. 20, 2012) ? University of Oregon scientists have found a way to correctly reproduce not only the structure but also important thermodynamic quantities such as pressure and compressibility of a large, multiscale system at variable levels of molecular coarse-graining.

The method is a mathematically driven predictive modeling of a real system, built on liquid state theory, and utilizing powerful computing resources. The team's theory appears in the Sept. 21 issue of the journal Physical Review Letters.

Understanding multiscale systems is of vital importance in biology and material engineering. Because physical properties of multiscale systems develop on an extended range of times and lengths -- with changes involving many orders of magnitude -- computer simulations at the atomic resolution can exceed even the most advanced computational capabilities.

In recent years theoretical coarse-graining methods have gained attention in the scientific community because they provide an efficient alternative to traditional simulations, which represent explicitly every atom of the molecular system. In course graining, atomistic-level information is removed to make computations at long time- and large length-scales possible. The key issue is how to develop reliable and controllable coarse-graining procedures. Most coarse-graining methods correctly predict the structure of a liquid, but they fall short in predicting thermodynamic properties such as pressure or compressibility.

The new theory has the capability to ensure both structural and thermodynamic consistency, said Marina G. Guenza, professor of theoretical physical chemistry and project leader.

Last year, in the journal Physical Review E, Guenza and doctoral student Ivan Lyubimov, a co-author of the new paper, documented a procedure to reconstruct the realistic dynamics of multiscale systems from the motion measured in dynamic simulations of coarse-grained macromolecules. In this newly published article, the same coarse-graining formalism is shown to reproduce correctly the pressure and compressibility of the system, providing a reliable method to simulate complex macromolecular systems in an extended range of length and timescales.

Thermodynamic properties are important in the mixing of liquid materials used in making plastics, said Anthony J. Clark, a UO doctoral student in physics and lead author of the new paper. "Pressure has been a high-level issue in coarse-graining," he said. "It is important to be able to reproduce the distribution of molecules in a system, and pressure is a hard physical quantity to predict. Our theory now will provide the interaction potentials of coarse-grained molecules, which correctly predict both the structure and the thermodynamics of the sample."

The improvements to the formula for the computational simulation mean that manufacturers soon may be able to use a computer code and input information for the materials they plan to mix and quickly determine the behavior of a finished product, said Guenza, a member of the UO's Institute of Theoretical Science, Materials Science Institute and Institute of Molecular Biology.

A problem in working with polymers, for example, is that they often don't blend easily. Controlling for thermodynamic components is vital.

"These molecules are very complex," said co-author Jay McCarty, a doctoral student in chemistry who derived the equations that prove the thermodynamic consistency of Clark's potential and ran the atomistic simulations the test the theory. "They move at different timescales and cover many lengthscales. Our goal is to bridge phenomena that happen at different scales at the molecular level."

Many manufacturing processes rely on often costly, time-consuming and wasteful trial-and-error procedures. While the scientific program is still under development to be extended to a larger number of systems, Guenza said, the recent developments have addressed major stumbling blocks.

On the horizon, she said, is a web-based computer program at the UO, which manufacturers and researchers will be able to access to run predictive coarse-graining simulations that will facilitate the study of polymeric systems and improve the efficiency of working with these samples.

"Dr. Guenza's work to improve our understanding of multi-scale systems has the potential to create new efficiencies in research and manufacturing," said Kimberly Andrews Espy, vice president for research and innovation, and dean of the graduate school. "It reflects the University of Oregon's commitment to re-engineering the science, manufacturing and business processes related to critical products with the aim of fostering a more sustainable future for our planet and its people."
