Obama lays wreath at Pearl Harbor memorial

(AP) ? President Barack Obama has laid a wreath at a memorial honoring those killed in the attack on Pearl Harbor in 1941.

The president was joined at the USS Arizona Memorial by his wife, Michelle, late Thursday afternoon. After a moment of silence, the Obamas scattered flower petals in the water.

This year marks the 70th anniversary of the Japanese attacks, which claimed the lives of 2,390 Americans and brought the United States into World War II.

The president is in Hawaii for his annual Christmas vacation. Several White House staffers who traveled to the Honolulu area with Obama joined the president at the Pearl Harbor memorial.

Earlier Thursday, Obama took his family to the beach, then stopped for shave ice, a Hawaiian version of the snow cone.

Man caught trying to board flight with loaded handgun

A man trying to board a Delta Airlines flight in Kansas City with a loaded handgun was charged on Thursday with carrying a concealed weapon, authorities said.

Anthony Winn, 26, of Kansas City was caught by a security screener Wednesday with what appeared to be a gun in his carry-on bag, according to U.S. Attorney Beth Phillips of the Western District of Missouri.

Officers at the airport found a loaded 9 millimeter Glock handgun with 23 live rounds of ammunition, including one in the chamber, said a criminal complaint filed Thursday. Police also found $4,906 in Winn's pants pockets and $26,515 in three pairs of jeans in his carry-on bag.

Winn said he was bringing the bag to a friend in Arizona and did not know it contained a gun.

He was charged with having a concealed handgun in his bag and with being a felon in possession of a firearm. Winn has two prior felony burglary convictions and a conviction for unlawful use of a weapon, authorities said.

Winn was bound for Minneapolis and then Tuscon, according to the case documents.

U.S. Attorney spokesman Don Ledford said authorities believe Winn had "no terrorist motives or connections."

He is being held in federal custody as he awaits a detention hearing on January 3.

Melvin Mora Retires From Baseball, Played One Season For Colorado Rockies

A tip of the cap to former Colorado Rockies infielder Melvin Mora who has decided to retire from baseball after 13 seasons.

Mora played the 2010 season for the Rockies, manning third base most of the time and first, second and the outfield occasionally. He hit .285/.358/.421 in 113 games.

Mora was a career .277 hitter, but for his quintuplets and step-daughter he's likely batting significantly higher.

Chinese city finds cancer-causing fungi in food (Reuters)

SHANGHAI (Reuters) ? Chinese food safety regulators in the southern city of Shenzhen have found carcinogenic mildew in peanuts and cooking oil, the official Xinhua news agency reported on Friday.

The cancer-causing substance, called aflatoxin, triggered public concern this week after milk giant Mengniu Dairy Co Ltd said last weekend its Sichuan plant had destroyed products found by a government quality watchdog to contain it.

Aflatoxin occurs naturally in the environment and is produced by certain common types of fungi. It can cause severe liver damage, including liver cancer.

Xinhua reported that the Shenzhen market supervision bureau had said it found up to 4.3 times of the permitted level of aflatoxin in peanuts sold in two supermarkets and one frozen food store, and up to four times the allowed level of aflatoxin in cooking oil in four restaurants.

Fungi and the aflatoxin they produce can infect crops before harvest or during harvesting and storage. The tainted crops then enter the foodchain either directly, or indirectly via animal feed.

On Thursday, food safety officials recalled cooking oil produced by three companies in the southern Guangdong province because they may contain excessive levels of aflatoxin.

These incidents are the latest in a string of safety scandals to hit China's food industry in recent years.

In 2008, at least six children died and nearly 300,000 became ill in China from drinking powdered milk laced with melamine, an industrial chemical added to low-quality or diluted milk to give misleadingly high protein readings.

Two charged over claims in Sugarland collapse

Two women are being charged after the Marion County prosecutor said they filed false claims related to the Indiana State Fair stage collapse.

Prosecutor Terry Curry says Stephanie Murry and Sandra Hurn submitted claims to the Indiana State Fair Remembrance Fund (ISFRF) and the Indiana Tort Claim Fund, which is administered by the Indiana Attorney General's Office. Authorities say the women each submitted claims totaling $22,500.

According to the prosecutor, the women claimed they were injured in the Aug. 13 stage collapse. The prosecutor's office alleges that the women falsified hospital records in order to be eligible to make claims to both funds.

"The state police determined pretty that the medical records submitted were falsified," said Curry.

In fact, Curry said, neither Hurn nor Murry even attended the concert.

"It would certainly appear from the investigation that neither woman was actually at the State Fair," Curry told Eyewitness News. "Sandra Hurn stated who she went with and that she was there for a couple of the Sugarland songs which obviously Sugarland never performed that night."

The scaffolding on the stage collapsed when a strong thunderstorm moved through that night. That happened after Sara Bareilles left the stage but before Sugarland came on.

Curry says Hurn collected $7,500 from the ISFRF, but Murry's claim was denied because her alleged injuries did not meet qualifications to receive ISFRF funds.

Both women also submitted a notice of tort claim to the Indiana attorney general's office, and both were notified they would receive money from the fund. But Hurn was arrested when she went to pick up a claim check, and Murry was arrested a short time after that.

"It's beyond troubling in a situation which was clearly a tragedy, people were legitimately injured even killed, that there are people out there that in turn exploit it for their own gain," said Curry.

The alleged false claims are especially disheartening for the people who were there that night and did suffer injuries.

"I can't believe that someone could stoop that low to do that. I'm appalled. I'm actually very angry," said Laura Magdziarz, who suffered a broken leg that night. Her young daughter Maggie had a critical arm injury. "That's just unbelievable. There are people out there that desperately needed the money and there's a lot of people that didn't get any money for the same reasons - they had people at different hospitals; they needed to find their family and that was more important than staying in the hospital."

That was the situation for Magdziarz, whose own claim was denied because she was not admitted to the hospital that night despite having broken her leg as the scaffolding came down that night. Magdziarz' first priority was to be by the bedside of her four-year-old daughter, who was undergoing surgery at a different hospital.

"Somebody either has to be really desperate or cold-hearted. That's like adding insult to injury," Magdziarz said. "I'm glad they caught them. I hope they throw the book at them."

Stephanie Murry has been charged with one count of forgery (class C felony), one count of perjury (class D felony), and one count of attempt theft (class D felony).

Sandra Hurn has been charged with three counts of forgery (class C felony), two counts of perjury (class D felony), one count of theft (class D felony), and one count of attempt theft (class D felony).

The maximum penalty both women could face for a class C felony is eight years in prison and a $10,000 fine.

Apple Fined $1.2 Million in Italy for Misleading Consumers

Apple has incurred a 900,000 Euro ($1.2 million) fine from the Italian Antitrust Authority for allegedly misleading consumers when it comes to warranties, the BBC is reporting.

Italians officials said in a statement that Apple failed to adequately inform customers that they were legally guaranteed two years of tech support under EU regulations, instead pointing them to Apple's own one-year warranty. Officials alleged that this led many people to pay extra for the company's AppleCare support program.

Apple provided "unclear information on payments for additional assistance offered to consumers" and had not "fully implemented the two-year guarantee by the producer."

Outside the EU, Apple's standard warranty on products generally lasts one year. AppleCare extends this guarantee for a year or two, which means the coverage overlaps with the legal warranty.

The penalties break down to 400,000 Euros for neglecting to point out the length of the EU guarantee, in both Apple's online and brick-and-mortar stores, and 500,000 Euros because it continued to offer AppleCare on top of the legal warranty.

The Authority said it is penalizing Apple's three Italian divisions, which includes Apple Italia, Apple Sales International, and Apple Retail Italia. Apple did not immediately respond to a request for comment.

In addition to the fine, the Authority said Apple must publish an excerpt of the ruling on its Web site to inform consumers. It is also required to amend AppleCare to indicate that customers are entitled to two years free support. Apple must act on these requirements within 90 days.

As Iraq War ends, no parade for troops is imminent (AP)

WASHINGTON ? Americans probably won't be seeing a huge ticker-tape parade anytime soon for troops returning from Iraq, and it's not clear if veterans of the nine-year campaign will ever enjoy the grand, flag-waving, red-white-and-blue homecoming that the nation's fighting men and women received after World War II and the Gulf War.

Officials in New York and Washington say they would be happy to help stage a big celebration, but Pentagon officials say they haven't been asked to plan one.

Most welcome-homes have been smaller-scale: hugs from families at military posts across the country, a somber commemoration by President Barack Obama at Fort Bragg in North Carolina.

With tens of thousands of U.S. troops still fighting a bloody war in Afghanistan, anything that looks like a big victory celebration could be seen as unseemly and premature, some say.

"It's going to be a bit awkward to be celebrating too much, given how much there is going on and how much there will be going on in Afghanistan," said Don Mrozek, a military history professor at Kansas State University.

Two New York City councilmen, Republicans Vincent Ignizio and James Oddo, have called for a ticker-tape parade down the stretch of Broadway known as the Canyon of Heroes. A similar celebration after the Gulf War was paid for with more than $5.2 million in private donations, a model the councilmen would like to follow.

Mayor Michael Bloomberg said last week that he was open to the idea but added, "It's a federal thing that we really don't want to do without talking to Washington, and we'll be doing that."

A spokesman for the mayor declined to elaborate on the city's reasons for consulting with Washington. Ignizio said he had been told by the mayor's office that Pentagon officials were concerned that a celebration could spark violence overseas and were evaluating the risk.

Navy Capt. John Kirby, a Pentagon spokesman, said that he has not heard that issue raised and that New York has yet to make a formal proposal. He also said officials are grateful communities around the country are finding ways to recognize the sacrifices of troops and their families.

The last combat troops in Iraq pulled out more than a week ago. About 91,000 U.S. soldiers, sailors, airmen and Marines are in Afghanistan, battling a stubborn Taliban insurgency and struggling to train Afghan forces so that they eventually can take over security. Many U.S. troops who fought in the Iraq War could end up being sent to Afghanistan.

A parade might invite criticism from those who believe the U.S. left Iraq too soon, as well as from those who feel the war was unjustified. It could also trigger questions about assertions of victory.

Mrozek noted that President George W. Bush's administration referred to military action in the Middle East as part of a global war on terror, a conflict that's hard to define by conventional measures of success.

"This is not a war on a particular place or a particular force," he said.

Bush himself illustrated the perils of celebrating milestones in the war, Mrozek said, when he landed on an aircraft carrier and hailed the end of major combat operations in Iraq behind a "Mission Accomplished" banner in May 2003. U.S. troops remained in Iraq for 8 1/2 more years, and Bush was criticized over the banner.

The benchmarks were clearer in previous wars. After World War II, parades marked Japan's surrender. After the Gulf War, celebrations marked the troops' return after Iraqi forces were driven out of Kuwait.

The only mass celebrations of U.S. military activities since Sept. 11, 2001, were largely spontaneous: Large crowds gathered in Times Square and outside the White House in April after Osama bin Laden was killed.

At the same time, Iraq veterans aren't coming home to the hostility many Vietnam veterans encountered. The first large-scale event honoring Vietnam veterans was not held until 1982, when thousands marched in Washington for the dedication of the Vietnam Veterans Memorial. Parades were later held in New York in 1985 ? 10 years after the war ended ? and in Chicago the next year.

"I think we've seen recent history in Vietnam, where that wasn't done appropriately, and we want to make sure we do the appropriate thing by those that made the ultimate sacrifice and risked their lives for us to say thanks," Ignizio said.

At Fort Hood in Texas, troops have returned to welcome-home ceremonies at the post that were attended mostly by soldiers' families. Soldiers in uniform run to hug their loved ones after an announcer yells, "Charge!"

Col. Douglas Crissman, commander of the 3rd Brigade of the 1st Cavalry Division, said Saturday after one such ceremony that that is as large-scale a welcome as the troops need.

"This is just the right size because it's quick and meaningful and it gets them home to their families," Crissman said.

Staff Sgt. Troy Rudolph was among the first troops to arrive in Iraq in March 2003 and was in the last combat brigade to leave. Rudolph said that a large-scale ceremony would be nice but that he feels appreciated even without confetti falling from the sky.

"I've had people buy me lunch at airports just because I was in uniform," said Rudolph, who lives at Fort Hood with his wife and 9-year-old stepdaughter. "It's emotional because you don't realize what kind of impact you have on people across the country."

In Washington, federal agencies take the lead on planning parades, and so far nothing is in the works. A spokesman for Mayor Vincent Gray said the city would be honored to host a parade but said local officials wouldn't take the lead in staging one.

In recent years, most of the ticker-tape parades in New York have been held for the city's championship sports teams.

"The sports celebrations that we've had in New York for the Yankees and the Mets were amazing," Oddo said. "But these are the real heroes."

Issue about Chinese characters in openfile.xml and openfile.xml 's encoding.

I have a MS SQL database,whose name contains Chinese characters.

The first time after setup openfire everything runs OK.

But if I stop openfire and start again, the config file, openfire.xml, its encoding was changed to UTF-8 from ANSI and the Chinese characters turned into messy characters.

In swing Ohio, Gingrich gaining the "not-Romneys" (AP)

WEST CHESTER, Ohio ? For "Anybody but Romney" Republicans in a key conservative region of Ohio, Newt Gingrich has been picking up support as an alternative to the former Massachusetts governor.

The former House speaker has moved to the top in recent polling in Ohio, just as Republican presidential candidates prepare for the Jan. 3 caucuses in Iowa, followed closely by the New Hampshire and South Carolina primaries. Ohio's presidential primary is scheduled for March 6, one of the biggest prizes for Republicans among about a dozen states voting on "Super Tuesday."

Mitt Romney hasn't excited some of the party's staunchest conservatives for reasons that include his past support of abortion rights and enactment of a Massachusetts health care plan that's often compared to President Barack Obama's overhaul.

Some conservatives had flirted with supporting Herman Cain, drawn to his business background and unconventional campaign style. But Cain suspended his campaign this month following allegations of inappropriate sexual behavior and a longtime extramarital affair. Cain's decision and Gingrich's performance in nationally televised debates helped some make up their minds.

"He's sold me," said Dan Keith, 61, of Hamilton. Keith and his wife, Pat, said they are convinced that Gingrich has the experience and savvy to be strong against Obama. "I can't see anybody else coming onto the scene that we would go to."

The Keiths said they were undecided when first interviewed three months ago.

"I think before, people liked the other candidates because they were an alternative to Romney. But I'm hearing more people who like Gingrich as Gingrich," said Bill Langdon, co-owner of the Grand Ole Pub, a popular gathering spot for Republican partisans in West Chester. Langdon had been interested in Cain, but doubted whether Cain could win the presidential nomination.

Gingrich is now his choice. "He's the guy they think can go toe-to-toe with the president," Langdon said.

Sandra Arno, of nearby Springdale, turned out for Cain's visit to West Chester in November and liked what she heard. She was deciding between him and Gingrich before Cain stopped campaigning, and most recently was leaning toward the former speaker.

"I think they're both very intelligent, and I think Newt will be good as the candidate," Arno said.

Republican-dominated suburbs like this one ? home of House Speaker John Boehner ? just north of Cincinnati provide a stronghold of votes in a state that no GOP nominee has ever reached the White House without winning. Their enthusiastic turnout to vote for George W. Bush by 2-to-1 margins in 2004 is credited with delivering Ohio to clinch his re-election. It's important for the Republican nominee to be able to attract big numbers in GOP-oriented suburban and rural regions to offset Democratic urban bastions led by Cleveland.

Ohio could be more crucial to Gingrich than some of his rivals because the former House speaker failed to qualify for Virginia's primary ballot. Gingrich's campaign has said he will pursue an aggressive write-in campaign in Virginia, although state law prohibits write-ins on primary ballots.

The state party said over the weekend that both Gingrich and Texas Gov. Rick Perry had failed to submit the required 10,000 signatures to appear on the March 6 ballot. Failing to get on the ballot in Virginia, where Gingrich lives, underscores the difficulty first-time national candidates have in preparing for the long haul of a presidential campaign.

In Ohio, a series of Quinnipiac University polls tracked Gingrich's rise from low single-digits to 36 percent between September and early December. Cain had fallen to 7 percent after leading the pack at 28 percent in October. The sexual harassment allegations against Cain surfaced in late October.

Lori Viars, a conservative activist and anti-abortion leader in Lebanon, predicted that a Romney nomination would keep some Christian evangelicals on the sidelines in November because of concern about his previous positions on issues, led by abortion. Some in her crowd ? Viars is among them ? might also hesitate over Gingrich's personal history, which includes two divorces and acknowledged marital infidelity.

"Newt makes a lot of sense," Viars said. "But everyone makes mistakes, and he certainly is right on a lot of issues."

Several of those who have come around to Gingrich say they're not put off by his personal past.

"Would I want him as marriage counselor? No," said Keith. "But that's not what we're electing."

Keith's wife thinks Gingrich's candidacy is on firmer ground because he's already undergone years of scrutiny.

"They've already raked him over the coals pretty good," Pat Keith said.

Other Republican activists say it's still too soon to pick a candidate in a state where there has been little campaigning, and with the GOP field likely to be smaller by the time of Ohio's primary in March.

This region of Ohio is home to some of the nation's first tea party groups, and a number of activists are loyal to Texas Rep. Ron Paul, who has attracted a band of followers with libertarian-minded calls to bring home U.S. troops and keep the government out of personal decisions.

Cincinnati tea party leader Mike Wilson, though, is "watching and waiting."

Wilson's favorite candidate was Tim Pawlenty, the former Minnesota governor who dropped out in August. Wilson doesn't share the worry about Romney becoming the nominee. He also said a respectable Iowa finish by Minnesota Rep. Michele Bachmann or Texas Gov. Rick Perry could give either of those conservative favorites some traction heading into the contests that follow.

Wilson said Romney can defeat Obama and would work with a Republican-controlled House, should it stay in GOP hands.

"I think we know who the ultimate opponent is ? Barack Obama," Wilson said. "With John Boehner as speaker, I think Romney will sign a lot of Republican legislation over the next four years."

"Mission: Impossible" cruises to top of box office (Reuters)

LOS ANGELES (Reuters) - "Mission: Impossible ? Ghost Protocol" cruised to No. 1 at box offices on Sunday, even as major new movies opened on Christmas Day which may change top 10 results when final numbers are tallied.

The new Tom Cruise movie rang up an estimated $26.5 million in U.S. and Canadian ticket sales over the three-day weekend, according to studio estimates, after expanding from a limited release in Imax and other large-screen theaters last week.

Paramount Pictures, which released the movie, said it expects a four-day tally of slightly more than $40 million by Monday, when final estimates are reported. The film's cumulative ticket sales are expected to reach just over $72 after Monday.

Indeed, the weekend box office race truly will finish on Monday because Christmas day annually is among the most crowded days in theaters and on Sunday, director Steven Spielberg's widely-anticipated "War Horse" makes its debut along with another newcomer, thriller "The Darkest Hour."

Hollywood's major studios loaded the release schedule last week heading into the holiday, expecting the films to play well between now and New Year's Eve while parents and kids are away from work and school. As a result, a clear picture of how the movie studios fared this Christmas season awaits the full week of box office reports.

Meanwhile, over the weekend Warner Bros' "Sherlock Holmes: A Game of Shadows" took the No. 2 spot on U.S. and Canadian (domestic) box office charts with $17.8 million, according to Sunday's estimates. Cumulative ticket sales for "Sherlock" after two weeks now stand at roughly $76.5 million.

Another holdover from last week, family comedy "Alvin and the Chipmunks: Chipwrecked" squeaked into No. 3 with $13.3 million, pushing its total domestic ticket sales to $50.3 million after two weeks in theaters.

Following it were a trio of last week's newcomers, widely-anticipated "The Girl With the Dragon Tattoo," family film "The Adventures of Tintin" and comedy "We Bought A Zoo."

"Dragon Tattoo" landed at No. 4 on Sunday with $13 million, a hair behind the chipmunks, and a Sony spokesman cautioned the studio's figure could change when Sunday's figures are final.

"Today and tomorrow should be our strongest days of the holiday frame," the spokesman said, noting that the studio did not have a Monday estimate.

"Dragon Tattoo" now has estimated total domestic ticket sales of $21.4 million since its debut.

"Tintin," another Spielberg film released by Paramount, landed at No. 5 over the weekend with $9.1 million. The studio sees it rising to $14.3 million after Monday. Total ticket sales by Monday are seen at $22.3 million since its debut.

Finally, another new entry this weekend, the comedy "We Bought a Zoo," landed at No. 6 with $7.8 million.

Paramount Pictures is a unit of Viacom Inc. Warner Bros. is part of Time Warner Inc.. "The Girl With the Dragon Tattoo" was released by the movie studio division of Sony Pictures Entertainment, a unit of Sony Corp. "Chipwrecked" and "Zoo" were both released by film divisions of 20th Century Fox, a unit of News Corp..

Looking under the 'eves' at the holidays

Is it really a New Year's Eve party if it starts at 11:30 in the morning?

This was the burning question in this editor's life the other day. (No wonder I'm behind in my Christmas shopping.) A little research was in order: Yes, as of the late 13th century, eve has been well established to mean the day before a saint's day or festival ? or, to put it in more universal terms, the day before a holiday.

How did we end up with eve meaning both "day before" and "evening of"?

Even, from the Old English ?fen, originally meant "evening," as in the opposite of morning. Sometime before the year 1200, the "n" got broken off somehow ? people thought it was an "inflexion" (inflection) of some sort, according to the Online Etymological Dictionary, evidently quoting the Oxford English Dictionary. Evening came into the language in the mid-15th century, a "verbal noun" meaning "to become evening, grow toward evening." The new word crowded out even, which, minus its "n," had acquired its "evening before" or "day before" meaning.

Even lives on in at least some dictionaries as an alternative for "evening," and so does eve.

Although some dictionaries mark such usages "archaic" or "literary," others do not. The American Heritage, for instance, bats not an editorial eye at even. And so if I send a note from my phone, "Getting back Friday aft ? dinner Friday eve?" I'm in the good graces of at least some of our standard reference works.

This is a time of year when you might say there's a lot of " 'eves' dropping." Eve is also used to mean not just "the day before," but more loosely "the time before," usually in the context of grand ideas, "sweep of history" stuff: "on the eve of World War I." Journalists love it because it's short.

But then come the holidays, and we find "eve" showing up in sentences like, "Do you know how late the hardware store is open on Christmas Eve?"

At this time of year we also get into other odd combinations, such as Christmas Day night, or New Year's Eve day. Arguably the party alluded to above will be a "New Year's Eve day luncheon."

The helpful little notes in my day-planner remind me that the Hebrew calendar reckons days starting in the evening; Dec. 20 is marked "Erev Hanukkah," for instance ? "Hanukkah Eve," in other words, however odd that probably sounds.

The biblical book of Genesis concludes its account of the creation of the heaven and the earth and then the day and the night thus: "And the evening and the morning were the first day." The same formulation continues through the remaining six days.

And so it would seem that not only did the Almighty create the heaven and the earth in seven days, He did it while working the swing shift. (And, as the techies' old joke has it, the reason He was able to do it was that He didn't have any legacy software to deal with.)

I find no etymological or other justification for this, but I rather like the idea of "evening" as a real verb, evening out, balancing out, reconciling, closing out the accounts for the day, and looking ahead to tomorrow.

May all your eves even out through the holidays and into the new year.

North Sea tax grab blamed for record slump in UK oil and gas production

UK natural gas production in the third quarter of 2011 slumped to the lowest level since records began in 1996, at 103TWh (terawatt hours), Department of Energy and Climate Change (DECC) data show. This also represented the largest year-on-year quarterly decrease ever seen, down 29.4pc on the same period last year.

Mike Tholen, Oil & Gas UK?s economics director, said: ?Production through to September 2011 has fallen dramatically, by much more than had been anticipated by either industry or Government immediately prior to the Budget.

?The drop can be attributed to a combination of factors including extended shutdowns for maintenance and lower gas demand. However, looking further back, fiscal instability since 2002 resulted in fewer new fields coming onstream over the last few years and it appears that this may have been compounded by a direct commercial impact on production following the tax increase in March.

?These production figures demonstrate the importance of sustaining investment throughout the price cycle, which is made much more difficult in a fiscal environment without long-term certainty.?

Mr Tholen added: ?For the sake of the UK?s economy and its energy security, the UK Continental Shelf must, and can, recover from this production fall. In this, the ongoing work of Oil & Gas UK?s members and the Government to improve the business environment for investing companies and deliver long-term certainty is hugely important.?

A spokesman for DECC said: ?Production levels during 2011 have been lower than previously anticipated due to shutdowns in this summer?s maintenance programmes coinciding.

?There is no reason to believe that the production decreases are a result of concerns over tax. In general, North Sea production is continuing to decline year-on-year, however we do not believe the recent downturn is the start of an additional downward trend and we would anticipate overall production levels beginning to improve in the spring.?

Iraq pullout a "signature failure" for Obama: Romney (Reuters)

LITTLETON, New Hampshire (Reuters) ? Republican presidential hopeful Mitt Romney on Thursday attacked U.S. President Barack Obama for a "signature failure" to keep some troops in Iraq to prevent the country falling back into sectarian conflict.

Just days after U.S. troops left Iraq, a wave of bombings killed at least 72 people in Baghdad on Thursday. The Shi'ite-led government is engulfed in a crisis that risks fracturing Iraq along sectarian and ethnic fault lines.

A consistent front-runner in polls of Republicans, Romney said he feared leaving Iraq without a stabilization force could put the hard-earned successes and victories there at risk.

"I hope that risk is not realized. I hope that we're able to see stability there but the president's failure to secure an agreement and maintain 10,000 to 30,000 troops in Iraq has to be one of his signature failures," he told Reuters.

Romney was speaking in an interview on his campaign bus in New Hampshire. The former governor of Massachusetts is among the top two candidates to win the Republican nomination to take on Obama in November, 2012.

In widespread comments on foreign policy, Romney rejected the transfer of Taliban prisoners from the Guantanamo Bay military prison into Afghan government custody as part of a secret dialogue to end the Afghan war.

He also accused Obama's of falling far short in his handling of the economy despite some signs of strength such as a drop in the unemployment rate to 8.6 percent from 9 percent.

Republicans will use Iraq against Obama in the election campaign if the country descends into violence again after the recent U.S. withdrawal. Thursday's attacks there are the first sign of rising violence since Shi'ite Prime Minister Nuri al-Maliki moved to sideline Sunni rivals.

The White House expressed solidarity with Iraq after the bombings. "Attempts such as this to derail Iraq's continued progress will fail," spokesman Jay Carney said in a statement.

White House negotiations with Iraq over a follow-on troop presence fell apart over a Pentagon demand that Iraq provide U.S. troops with immunity against prosecution in Iraq for any crimes committed there. Iraq's government was unwilling to meet that demand, and its political elite were divided over a post-2011 U.S. military presence.

CHINA, NORTH KOREA

Romney, a multi-millionaire businessman who has little foreign policy experience, showed a fair grasp of global affairs in the interview. Romney was relaxed and casual on his bus with wife Ann and senior aides.

He urged China to exert its influence to help North Korea to move to a more open society and rein in its nuclear arsenal after leader Kim Jong-il's death.

"China has by far the greatest influence and this is an occasion for China to exert its influence in a way to move towards a more open society, and to encourage the regime to avoid the promotion of nuclear technology to other parts of the world," Romney said.

"China has to recognize that North Korea's participation in nuclear proliferation cannot be tolerated forever," he said.

He continued his drumbeat of criticism of China's trade policies that the United States says amounts to manipulation of its currency.

"I think China has to recognize that currency manipulation and in particular theft of intellectual property and hacking into computer is something which a society is not going to endure without a response," he said.

Romney was sharply critical of Russian Prime Minister Vladimir Putin, who is working to regain the presidency over the protests of thousands of Russians who have led peaceful demonstrations.

He said Putin has "returned to some of the more heated rhetoric of the past" and added, "I think he endangers the stability and peacefulness of the globe."

He commented on a Reuters exclusive story this week that revealed secret talks with the Taliban had focused on the possible transfer of several Taliban prisoners at Guantanamo Bay to Afghan custody.

"I don't believe in releasing prisoners as part of a terrorist negotiation. And we do not negotiate with terrorists. The Taliban are terrorists, they are our enemy and I do not believe in a prisoner release exchange," he said.

Court deal reached on managing Etta James' estate (AP)

RIVERSIDE, Calif. ? The husband and sons of terminally ill "At Last" and "Tell Mama" blues singer Etta James have reached a deal on managing her $1 million estate and medical care.

The 73-year-old singer's doctor disclosed last week that James is terminally ill with chronic leukemia, dementia and kidney problems.

Her adult sons Donto and Sametto had challenged the decisions of their stepfather Artis Mills, who married the singer in 1969 and is the estate's conservator.

Donto James asked a Riverside County judge to appoint him temporary conservator. But The Riverside Press-Enterprise (http://bit.ly/tVMtaN ) says Monday's agreement keeps Mills in place as conservator.

At issue was the amount of money available to Mills for the expenses and care of the singer. He wanted $500,000, while the sons wanted it capped at $100,000.

The judge set it at $350,000.

(AP) ? Wal-Mart and health officials awaited tests Thursday on a batch of powdered infant formula that was removed from more than 3,000 stores nationwide after a Missouri newborn who consumed it apparently died from a rare infection.

The source of the bacteria that caused the infection has not been determined, but it occurs naturally in the environment and in plants such as wheat and rice. The most worrisome appearances have been in dried milk and powdered formula, which is why manufacturers routinely test for the germs.

Wal-Mart pulled the Enfamil Newborn formula from shelves as a precaution following the death of little Avery Cornett in the southern Missouri town of Lebanon.

The formula has not been recalled, and the manufacturer said tests showed the batch was negative for the bacteria before it was shipped. Additional tests were under way.

"We decided it was best to remove the product until we learn more," Wal-Mart spokeswoman Dianna Gee said. "It could be returned to the shelves."

Customers who bought formula in 12.5-ounce cans with the lot number ZP1K7G have the option of returning them for a refund or exchange, Gee said.

The product is not exclusive to Wal-Mart. The manufacturer, Mead Johnson Nutrition, declined to answer questions about whether formula from that batch was distributed to other stores.

"We're highly confident in the safety and quality of our products," said Christopher Perille, a spokesman for the company based in the Chicago suburb of Glenview.

A second infant fell ill after consuming powdered baby formula in the last month, but that child recovered, state health officials said.

Powdered infant formula is not sterile, and experts have said there are not adequate methods to completely remove or kill all bacteria that might creep into formula before or during production.

Preliminary hospital test results indicate that Avery died of a rare infection caused by Cronobacter sakazakii. The infection can be treated with antibiotics, but it's deemed extremely dangerous to babies less than 1 month old and those born premature.

The virus "is pervasive in the environment," Perille said. "There's a whole range of potential sources on how this infection may have got started."

A spokeswoman for the Food and Drug Administration said the agency is investigating the death, along with the Centers for Disease Control and the Missouri Department of Health. Investigators have collected samples from the family and are testing unopened formula purchased at stores.

Siobhan Delancey said the FDA gets four to six reports a year of infant infections related to formula and has not found a powder that tested positive since 2002.

The FDA is also investigating the other case of illness, which involved a baby from Illinois whose case was reported in neighboring Missouri. But the agency does not believe there is any connection between the two, Delancey said.

Public health investigators will look at the formula itself, as well as the water used in preparing it and at anything else the baby might have ingested, Perille said.

Only two to three cases a year are reported. New Mexico saw two in 2008, including one infant who died and another who suffered severe brain damage. A Tennessee infant died in 2001 after being infected.

It could be several days before test results are available.

The family submitted two types of infant formula for testing ? the powdered version and a pre-sterilized, ready-to-eat liquid ? as well as the distilled water used to prepare the powdered product.

"We're just trying to test anything that was consumed by the baby," Laclede County Health Director Charla Baker said.

Avery was taken to a pediatrician Dec. 15 ? a week after he was born ? after showing signs of stomach pain and lethargy. When the pain persisted the next day, his parents took him to an emergency room.

He died Sunday at a hospital in Springfield after being removed from life support.

The Missouri Department of Health advised parents to follow safety guidelines for preparing powdered infant formula, including washing hands, sterilizing all feeding equipment in hot, soapy water and preparing enough formula for only one feeding at a time.

A flood of calls from worried parents prompted state officials to clarify that the formula pulled by Wal-Mart is not being provided to participants in the Women, Infants and Children federal program for low-income parents.

Babies remember even as they seem to forget

ScienceDaily (Dec. 19, 2011) ? Fifteen years ago, textbooks on human development stated that babies of six months of age or younger had no sense of "object permanence" -- the psychological term that describes an infant's belief that an object still exists even when it is out of sight. That meant that if mom or dad wasn't in the same room with junior, junior didn't have the sense that his parents were still in the world.

These days, psychologists know that isn't true: for young babies, out of sight doesn't automatically mean out of mind. But how much do babies remember about the world around them, and what details do their brains need to absorb in order to help them keep track of those things?

A new study led by a Johns Hopkins psychologist and child development expert has added a few pieces to this puzzle. Published in a recent issue of the journal Psychological Science, the study reveals that even though very young babies can't remember the details of an object that they were shown and which then was hidden, the infants' brains have a set of built in "pointers" that help them retain a notion that something they saw remains in existence even when they can't see it anymore.

"This study addresses one of the classic problems in the study of infant development: what information do infants need to remember about an object in order to remember that it still exists once it is out of their view?" said Melissa Kibbe, a post-doctoral researcher in the Department of Psychological and Brain Sciences at the Krieger School of Arts and Sciences at Johns Hopkins, who collaborated with colleague Alan Leslie at Rutgers University on the study. "The answer is, very little."

The team found that even though infants cannot remember the shapes of two hidden objects, they are surprised when those objects disappear completely. The conclusion? Infants do, indeed, remember an object's existence without remembering what that object is.

This is important, Kibbe explains, because it sheds light on the brain mechanisms that support memory in infancy and beyond.

"Our results seem to indicate that the brain has a set of 'pointers' that it uses to pick out the things in the world that we need to keep track of," explains Kibbe, who did the majority of the work on this study while pursuing her doctorate in Leslie's laboratory at Rutgers. "The pointer itself doesn't give us any information about what it is pointing to, but it does tell us something is there. Infants use this sense to keep track of objects without having to remember what those objects are."

In addition, the study may help researchers establish a more accurate timeline of the mental milestones of infancy and childhood.

In the study, six-month-olds watched as a triangle was placed behind a screen and then as a second object (a disk) was placed behind a second screen. Researchers then removed the first screen to reveal either the expected original triangle, the unexpected disk, or nothing at all, as if the triangle had vanished completely.

The team then observed the infants' reactions, measuring how long they looked at expected versus unexpected outcomes.

In the situation where the objects were swapped, the babies seemed to hardly notice a difference, Kibbe said, indicating that they didn't retain a memory of that object's shape. In their minds, a triangle and a disk were virtually interchangeable.

However, when one of the objects had disappeared, the babies were surprised and gazed longer at the empty space, indicating that they expected something to be where something was before.

"In short, they retained an inkling of the object," said Leslie, of Rutgers.
